Think tanks must closely focus on the major issues and practical problems of the distant development of the Party and the state to conduct research on issues of overall, comprehensive, strategic, long-term and forward-looking nature. It provides important intellectual support in policy planning, consultation and coordination, situation investigation, public opinion guidance, public diplomacy and other aspects for major national and regional decisions.

3. The team structure is reasonable. Think tanks must have a decision-making, consulting and research team that adheres to the correct political direction, has both ability and integrity, and is rich in innovation. We should encourage the echelon, diversification and internationalization of think tanks. In principle, the total number of think tanks should not be less than 10. Researchers with senior and deputy professional titles should account for more than half of the total number of think tank teams, with the participation of personnel with rich decision-making consulting experience, and a group of young and middle-aged academic backbones with great development potential, forming a good talent echelon.

4. Solid research foundation. Think tanks must have a number of landmark research achievements that have a certain influence in the whole country and the whole province. The previous research has accumulated a wealth of achievements in theoretical research, political advice, database construction, series of research reports, etc. The person in charge of the think tank should be a researcher formally employed by Lanzhou University and an academic leader in the field or discipline, able to carry out substantive research, with high academic prestige, broad social influence, strong decision-making consulting research ability and organizational mobilization ability.

5. The guarantee mechanism is sound. Think tanks have fixed office research sites and necessary office equipment, books and data products for scientific research activities; There are guaranteed and sustainable funding sources; There are multi-level academic exchange platforms and achievement transformation channels, good conditions for domestic and international cooperation and exchanges, and the ability to organize national and provincial large-scale academic activities.
