Water, the source of life, without it nothing life activities of human could ever be done. Uneven distribution of limited freshwater resources on the earth, over exploitation and utilization of water resources and the ignored water environment pollution lead to the sharply increasing conflict between water shortage and rapid economic development. At present, the continuous loss and deterioration in water quantity and quality have been serious influenced the people’s lives and economic construction. The sustainable development should be achieved  water resources and water environment conservation.
